Yeah I've had only great experiences with BMO investorline customer support. Really fast and helpful with DRSing. I'm still not gonna use them for my main investment account.

I've never had to wait more than 30 seconds to call BMO InvestorLine. I'm sorry you're having that experience, but mine have been five star. In facts, between QTrade, CIBC, WealthSimple & BMO, BMO is consistently the fastest by leagues.

BMO Investorline has a list of 80 ETFs which are free, it's good enough 90% of the time. Yes, you're right about the annual fee if the invested capital is less than $25k... it's kind of stupid considering Questrade has no fees like that. In all fairness, the BMO Investorline web interface allows you do to research and comparison much easier than Questrade, that's the only reason why I still have my RRSP there. But the most annoying thing about Investorline is that if you want to move money electronically, you can only transfer from a BMO bank account. Whereas Questrade let's you do e-transfer, online payment or pre-authorized debit, from any bank.
